Capacity and skills are one of the most important factors for creating sustainable developments in Myanmar. Rakhine is the poorest state amongst states and divisions in Myanmar. One of the worst and weakest factors in Rakhine is “Skillful Human Capital or Resources” that could create development by self-reliance.
